In order to fully, accurately and comprehensively implement the new development concept, do a good job in carbon peaking and carbon neutralization, seize the major opportunity period of new energy development, consolidate the remarkable achievements in the development of the photovoltaic industry, solidly promote the construction of large-scale wind power photovoltaic bases focusing on the desert, Gobi and desert, relieve the upstream and downstream capacity and price congestion of the photovoltaic industry chain, and improve the supporting supply guarantee capacity of the supply chain of the photovoltaic power generation industry chain, To support the rapid development of clean energy in China, relevant matters are hereby notified as follows.

1、 Take multiple measures to ensure reasonable polysilicon output

Polysilicon plays an important role in the photovoltaic industry chain, and the production capacity formation cycle is relatively long. It is necessary to ensure the supply of raw materials, electricity and water required for polysilicon production, reasonably arrange maintenance, technical transformation and other plans, and ensure the operating rate of existing capacity.

2、 Create conditions to support advanced polysilicon production capacity to reach production on schedule

Support polysilicon enterprises to strengthen technological innovation and research, improve the automation, digitalization, informatization and intelligence of production lines, reduce energy consumption, and improve production efficiency and product excellence rate. Promote the construction project to be put into production on schedule. Encourage upstream and downstream integration, strategic cooperation, mutual equity participation, and signing long contracts to support the construction of photovoltaic industrial parks. Encourage state-owned, private and other types of capital to participate in all aspects of the industrial chain, effectively limit the disorderly expansion of low-end production capacity.

3、 Encourage polysilicon enterprises to reasonably control product price level

On the premise of following the principle of fair competition, in combination with market supply and demand situation, production costs, reasonable profit level and other factors, guide the prices of polysilicon and other products to maintain a reasonable range, and relevant enterprises can enjoy government support policies, which are included in the list of government and industry key enterprise support policies.

4、 Fully guarantee the power demand of polysilicon manufacturers

For enterprises that actively control the price level of polysilicon and other products, where conditions permit, especially those with rich green power resources, support them to reduce the cost of electricity for polysilicon production through marketization. At present, the power load for polysilicon production with the product price controlled within a reasonable range is not included in the orderly power use plan temporarily.

5、 Encourage PV industry manufacturing link to increase green electricity consumption

Encourage polysilicon production enterprises to directly consume green electricity such as photovoltaic, wind power and hydropower for production and manufacturing, and support the local consumption of green electricity in the form of micro grid, source grid load storage, new energy self-contained power station, etc. If green electricity is used for polysilicon production, the new renewable energy consumption will not be included in the total energy consumption control.

6、 Improve the comprehensive support measures of the industrial chain

Implement relevant planning and deployment, break through low-cost industrialization technologies such as high-efficiency crystalline silicon cells and high-efficiency perovskite cells, promote cost reduction and efficiency increase of photovoltaic power generation, and promote high-quality development. Promote the research, development and application of efficient, environment-friendly and weather resistant photovoltaic functional materials technology, and improve the life of solar panels.

7、 Strengthen industry supervision

Strictly implement the price law and anti-monopoly law, strengthen market monitoring, find clues to problems that disrupt the market order, timely interview relevant market entities, and promote legal and compliance operations; We will strictly investigate and deal with such acts as spreading false information about price increases, hoarding and other acts of driving up prices, as well as reaching monopoly agreements, abusing market dominance and other monopolistic acts, so as to effectively curb excessive capital speculation and maintain the order of fair competition in the industry.

8、 Reasonably guide industry expectations

All relevant departments and enterprises should rationally analyze the development expectation of the photovoltaic industry, fully consider the difference between the existing capacity of the industrial chain and the production expansion cycle between different production links, guide enterprises to plan the layout in advance, reasonably arrange the production expansion and production increase plan, promote the balanced and coordinated development of upstream, midstream and downstream, orderly promote the construction of the photovoltaic industrial chain, and promote the stability Healthy development.

All localities and enterprises are requested to implement the requirements of this Notice, actively promote the healthy and orderly development of all links of the photovoltaic industry chain, and timely feed back the major problems encountered to the National Development and Reform Commission and the National Energy Administration.
